The Dunedin City Council’s controversial parking changes come back before a hearings committee in late-January, as a special consultative procedure to create ‘‘authorised vehicle’’ parking bays for goods and service vehicles, residents’ parking and other special parking areas is considered.

The matter became an issue after the parking changes were introduced last year, when it was decided bylaws dealing with loading zones were ‘inadequate’’, a report by transportation planning manager Don Hill (1959-63) said.
The council introduced P5 zones in the city, but any driver could use them to load or unload, leaving couriers with nowhere to stop. The new bylaw would enable a permit system to allow couriers and goods delivery vehicles only to park in the new zones.
Eight submissions were received, but seven of those concern issues Don deemed in a report to be ‘‘not related’’ to the bylaw, including residents’ parking in View Street and bus stops in Princes Street.
His report recommended the hearings committee of deputy mayor Syd Brown and Crs Bill Acklin, Michael Guest (1963-67) and Andrew Noone adopt the new bylaw, which would come into force on March 1.
